Inclusion: Disability Royal Commission project report update

05 June 2026

Each year the Australian and state governments release a progress report showing how they have responded to the recommendations of the Disability Royal Commission.

CID is reviewing the reports to see what the NSW Government is doing to help people with intellectual disability. It is important that we keep the government accountable.

The Royal Commission said that accessible information is very important to promote the independence and safety of people with intellectual disability.

If our community can find, read and use government information, they can rely less on others and live more independent lives.

So how well the NSW government responding to the Commission’s recommendations?

Easy Read translations

We are glad that NSW Department of Communities and Justice has shown leadership in having government information translated into Easy Read. We applaud the development of the Style Guide and the Easy Read Hub.

However, we have three main concerns:

  • It is still hard for our community to find Easy Read information on websites.
  • Some government departments have not translated their important information into Easy Read at all.
  • Many Easy Read translations have links to further information and forms that are inaccessible.

We would like all relevant information to be translated into Easy Read across all government departments by 2026. We want regular auditing and testing with people with intellectual disability to ensure the information they need is easy to read, find and use.

Disability action plans

The NSW Disability Inclusion Plan has good guidance on what people have a right to access.

However, more work needs to be done on practical ways people can access government services and support.  Government Disability Inclusion Action Plans must include activities that have meaningful outcomes specifically for people with intellectual disability.

Employment

An inclusive society is one that provides meaningful participation for people with intellectual disability, and employment is one of the best ways to achieve this.

The Royal Commission said the Public Service is in a good position to employ more people with disability.

The NSW Government has a target for people with disability to make up 5.6 percent of the public sector workforce. CID advocates that people with intellectual disability should be specifically identified as part of this target.

CID wants clear employment pathways and programs to be created for people with intellectual disability, like the Everyone at Work Program at Revenue NSW. This tailored employment program contributes to wellbeing, financial security and a better quality of life for people with intellectual disability.
